Since 2005, a number of activities have been undertaken in the development of the Stanari project.
 
With regards to the spatial planning aspect, in April 2007 the Stanari Zone Regulation Plan was adopted by the authorities of Doboj Municipality.  In May 2007, a Zone Planning Permit was issued by the Ministry of Spatial Planning, Construction and Ecology, which encompasses and approves the siting and construction of the thermal power plant (TPP) Stanari.

Apart from the zone planning permit, the other major acquired permits are:

• Concession for the exploitation of deep water wells for operation of TPP Stanari
• Concession for construction and operation of TPP Stanari
• full Ecology permit for TPP Stanari

The preparation of necessary documentation covered the following main areas:

• Technical documentation including Feasibility Study, Preliminary Design and Tender documentation for engineering, procurement and construction of TPP Stanari
• Study for the connection of TPP Stanari to the transmission network system of Bosnia and Herzegovina
• Environmental Impact Assessment Study
• Review of Land Acquisition and Social Impacts of the Stanari project
